A-CDM – Airport Collaborative Decision Making

In fact, Dave Hogg was one of the EUROCONTROL A-CDM founding members, where in conjunction with European partners defined and implemented the concept of A-CDM in Europe

What is A-CDM?

A-CDM is a worldwide initiative supported by IATA, ICAO, ACI World, CANCO and EUROCONTROL to enhance operational efficiency at airports, maximising the infrastructure, reduce delay, enhance on time performance, reduce the environmental impact of aviation and unlock latent capacity.

This is achieved with improved real time information sharing between airport operators, airspace users (airlines, military etc), ground handlers and ATC. The aim being to create a new ‘no blame culture’ and working in a proactive manner with improved decision-making capabilities. The benefits and cost reductions are high for all airport partners and additionally for Air Traffic Flow Management. This proven concept involves change management (operational procedures) and automated processes supported by the latest aviation systems available.

APOC – Airport Operations Centre or AOCC – Airport Operations Control Centre

With Airport Collaborative Decision Making in place, the Airport Operations Centre or Airport Operations Control Centre will be one of the cornerstones for Total Airport Management roll-out

A fully functional APOC / AOCC incorporates both airside and landside airport functions but extends to cover more areas such as train, subway and road access to the airport. If ground access to an airport is disrupted for any reason the impact can be significant to operations.

The management of airport encompasses many resources. Today many airport partners (ANSP, Airport Operations, Airlines and other service providers operate in isolation and in an environment where there is a limited (non harmonised) approach to collaborative airport planning.

An APOC / AOCC has a ‘Total Airport Management’ approach and the main information source is the Airport Operations Plan. The AOP integrates information from the appropriate process monitors and collates it into consistent and pertinent knowledge for the airport’s different operational units.

The functioning of the APOC / AOCC will bring together the main airport partners and will be a platform for stakeholder communication and coordination, based on shared knowledge. It will be equipped with a real-time monitoring system, a decision support system and a set of collaborative procedures which will ensure a fully integrated management of landside and airside airport processes. The APOC / AOCC will be the essential link between the airport and the ATM network manager and will be the entity responsible for airport performance management.

IBG Sweden has the expertise to guide stakeholders to communicate and coordinate, to develop and dynamically maintain joint plans and to execute those plans in their respective areas of responsibility. For one of our Middle Eastern customers we performed a current operations assessment, followed by the Operational Concept Development that lead to the operational design and organisational development. Next steps were to test, train and trial, and to support organisational start-up of the designed and approved AOCC.

IBG Sweden can develop the content of the real-time monitoring system, or performance dashboard, focusing on developing those indicators which are most pertinent for the task of airport operations performance management.

The implementation of these projects in a multi-partnered environment is always a challenge and IBG Sweden has the knowledge and capabilities to mitigate any issues that may arise to ensure the project remains on track.

TAM – Total Airport Management

New procedures such as Airport Collaborative Decision Making (A-CDM) have brought tangible benefits especially focused on predominantly airside operations.

The aim of Total Airport Management (TAM) is extending A-CDM’s features to other areas and activities which are performed in curbside (ground access) and landside areas. Coupling these environments, tangible benefits in terms of performance, decision making, situational awareness are gained.

The basic principle of TAM is to create an environment enabling airport partners to maintain a joint plan – the Airport Operations Plan – thus working towards dynamically agreed goals. This implies the extension of the tactical time horizon to pre-tactical and strategic phases.

The scope of TAM is the entire airport, monitoring and guiding airside and landside operations while considering additional information available through SWIM (System Wide Information Management) e.g. from departure airports. TAM operations are performance-based airport operations enabling performance-based ATM (Air Traffic Management) operations.
